Encarna Otero Cépeda, diretora geral de Obras Públicas e da Calidade da Vivenda da Junta quando o bipartito (PSOE-BNG) e vicealcaide e concelheira do BNG nos tempos em que Bugallo (PSOE) foi alcaide de Compos. Pois bem, na altura em que dita persoeira estivera nos “co-mandos” do concelho tivera entre suas atribuçons ser a delegada da rehabilitaçom do casco histórico de Compostela, e baixo seu mandato tivera lugar o despeje e destruiçom posterior da Casa Encantada, umha das primeiras okupas da Galiza, ubicada na rua Castrom D’ouro, e pese a que esta vivenda estava catalogada como histórica, Encarna e sua equipa decidiram nom considera-la como tal e a derrubaram justo quando a Casa Encantada estava em pleno furor de luita a raiz do afundimento do Prestige. Encarna Otero se passou assim a ser a arqui-inimiga da luita vizinhal por manter este espaço. Muito coidadinho com ela!! Ficades avissadas!!
